If your organisation is bidding for UK public sector contracts, understanding PPN 06/21 is no longer optional - it's essential.
PPN 06/21 is a procurement policy note issued by the UK Government requiring suppliers to demonstrate a commitment to carbon reduction as part of the tendering process. This includes creating a Carbon Reduction Plan based on a clear baseline of your organisation's Scope 1, 2 and select Scope 3 emissions.
At its core, the policy is about ensuring public sector partners, such as the NHS and local authorities, are working with suppliers who are actively measuring and managing their environmental impact.
To comply, businesses must calculate their Scope 1 and 2 emissions (such as on-site fuel and electricity use) and certain Scope 3 emissions, including business travel and waste. On top of that, a formal Carbon Reduction Plan must be submitted, outlining the steps your organisation will take to reduce emissions over time.
Complying with PPN 06/21 not only improves your eligibility for public contracts but also helps you identify practical carbon-saving opportunities; whether through energy efficiency, waste reduction, or smarter water management.
